Make your Skills Development investment count

Give your Skills Development investment a clear purpose. Develop skills your business needs, create opportunities for learners and plan how progress will be measured. Skills College helps you select suitable programmes and coordinate their delivery, while keeping expenditure optimisation and supporting evidence in view.

In March 2026, the Presidency described a two-phase B-BBEE review focused on measurable outcomes, stronger implementation and economic growth. SAnews reported renewed government support in October. These statements describe policy direction; they do not themselves announce an immediate Skills Development scorecard change.

Match the programme to the objective

Employed learnerships can develop capability within your team. Unemployed learnerships and internships can help build a talent pipeline through learning and practical experience. Higher education bursaries support a different pathway into qualifications. Select the solution around the skills needed, learner eligibility and applicable B-BBEE requirements.

Plan delivery alongside expenditure

Skills College supports recruitment, learner management, workplace arrangements and reporting. This helps your team coordinate the administration and track progress through the programme. Our QCTO offering includes occupational qualifications and an accredited assessment centre. Confirm the relevant scope and agree the learning, workplace and assessment requirements before the intake begins.

Keep compliance and outcomes together

Track expenditure and supporting documentation alongside participation, completion and employment outcomes. These measures serve different purposes. A useful programme gives your business visibility of delivery while supporting the evidence required for applicable B-BBEE recognition.

Consider the wider transformation plan

Skills College also provides YES programme management and preferential procurement support. YES focuses on youth work experience; procurement support addresses supplier information, spending analysis and verification preparation. Plan these alongside Skills Development while keeping their recognition requirements distinct.

A consideration for multinational businesses

The October report also highlights Equity Equivalent Investment Programmes for qualifying multinationals, including investment in skills and enterprise development. Skills delivery may form part of such a programme, but a training purchase does not automatically establish EEIP compliance. Eligibility and programme approval require specific consideration.
